City hall was where Gotham's mayor, Hamilton Hill, convinced the police to go after Batman and where he fired James Gordon. Once Scarecrow and Joker invaded city hall and took Hamilton Hill hostage but he was saved by Batman. Later protesters gathered outside city hall and protested Hill's decision to fire Gordon and start a man hunt for the Dark Knight.
